Your Syncs are failing because your Configuration Manager usage has increased beyond the free tier that Azure DevOps provides each month (1800 minutes per month, resetting on the first of each month).
Thus, you have run out of minutes and will need to link an Azure Subscription to your DevOps organization. This will cost $40 USD per month and will cover unlimited Syncs. Please follow the steps here to set up billing for your organization.
